행복하다고 느끼는 나라

국민의 97%가 행복하다고 느끼는 나라 이야기를 들어 보셨을 겁니다. 우리나라 약 3분의 1 면적을 가진 부탄이라는 나라입니다.

부탄은 국민총생산(GNP:Gross National Product)이나 국내총생산(GDP:Gross Domestic Product)이 아닌 국민총행복(GNH: Gross National Happiness)을 국가 정책의 근간으로 삼고 있습니다.

국민총행복(GNH) 개념은 일찍이 1976년 직메 싱게 왕축 (Jigme Singye Wangchuck) 4대 국왕이 국가 운영 지표로 삼겠다고 발표한 것입니다. 그런데 이 국왕은 1972년에 당시 17세 어린 나이로 왕위에 올랐으니 GNH를 공표할 당시 나이가 불과 21세였습니다. 젊은 국왕은 이후 절대군주제를 폐지하고 입헌군주제로의 전환을 계획합니다. 부탄의 행복을 위해 한 사람이 결정하는 것보다는 많은 사람들이 뜻을 모아 결정을 내리는 것이 옳다고 생각했기 때문이었고, 그다지 변화를 바라지 않았던 국민을 지속적으로 설득하여 결국 2008년 사상 최초의 선거를 통해 뜻을 이루어 냅니다. 2006년부터 아버지의 뒤를 이어 국왕의 자리에 오른 지금의 5대 국왕 직메 케살 남겔 왕축 (Jigme Khesar Namgyel Wangchuck) 은 영국 옥스퍼드대학원 출신으로 선대국왕의 뜻을 받들어 부탄 국민의 행복을 위해 노력하고 있습니다.

부탄의 헌법에는 ‘삼림면적은 영원히 국토의 60% 이상을 유지하여야 한다’고 규정되어 있다 합니다. 개발 보다는 자연보호가 우선이라는 생각을 법제화 한 것이지요. 부탄을 여행하고자 하는 관광객은 일일체류비로 200불을 부담하여야 합니다. 적지 않은 비용을 부담시켜 관광객수를 제어하고자 함이고, 관광수입보다 전통문화 보호가 우선이라는 생각을 반영한 정책입니다.

‘우리에겐 외화를 가져오는 관광객보다 밭에서 일하는 사람이 소중하다.’

국왕이 한 말입니다.

‘나라의 발전과 성장이 국민의 행복으로 이어져야만 한다’, ‘국가가 행복하기 위해서는 각자의 가정이 행복해야 한다’, ‘개인적인 행복이라는 것은 존재하지 않는다. 행복이란 철저히 사람간의 관계 속에 존재한다’, ‘조금만 더 바라기 보다 이것으로 충분하다고 만족하는 것이 중요하다’ 등 옳지만 추상적인 생각이 구체적인 국가 정책으로 반영되어 실행되고 있는 부탄은 연구 대상이 아닐 수 없습니다. ‘행복한 나라 부탄의 지혜’라는 책(공명, 2012)을 보시면 좋은 참고가 되시리라 생각됩니다.
